3、投标人资格要求

投标人应具备的资格或业绩：1） 投标人应为符合《中华人民共和国招标投标法》规定的独立法人或其他组织；2） 投标人必须为舞台灯光系统的专业制造商或集成商，并具备中国演艺设备技术协会颁发的有效期内的专业灯光工程综合技术能力等级壹级证书；3） 投标人作为总集成商或主要设备供货商在近五年已完成不少于1项单项合同金额不低于2000万元人民币（或等值外币）的类似项目，且上述项目中至少有1套舞台灯光系统已正常投入使用不少于1年；4） 投标人拟委派的项目经理应具有有效期内的国家一级注册建造师资质（专业：机电安装；建造师注册单位须与投标人一致，且缴纳社保不短于招标公告发布日前连续6个月）或中国演艺设备技术协会评定的演艺设备系统工程项目经理资格（专业类别：专业灯光；且在投标人单位缴纳社保不短于招标公告发布日前连续6个月）；5） 投标人应通过ISO 9001质量管理体系认证，且在有效期内；6） 投标人财务状况良好，具备承接本项目的财务能力，2012年至今无亏损（以年度财务报表为准）；7） 投标人没有处于投标资格被取消，财产被接管、冻结，破产状态；8） 投标人在近三年内没有因违法经营受到刑事处罚或者责令停产停业、吊销许可证或者执照、较大数额罚款等行政处罚；9） 投标人须在投标截止期之前在国家商务部指定的为机电产品国际招标投标活动提供公共服务和行政监督的网上平台（以下简称招标网，网址为：http://www.chinabidding.com）上完成有效注册；10） 本项目不接受联合体投标。 注：“类似项目”指剧院、剧场、音乐厅等专业演出场所的舞台灯光系统（若项目中包括舞台机械、音响等其他内容，仅考虑舞台灯光部分的合同金额）。“近五年”指2010年1月1日至今，以验收报告签署日期为准。“近三年”指2012年1月1日至今。

3.Qualification Requirements For Bidder

Qualifications or Performance：(1) Bidder shall be the independent legal entity or other organization according to Tendering and Bidding Law of the PRC; (2) Bidder shall be the manufactory or integrator of the stage lighting system and have the valid First Level Certificate of comprehensive technical ability of professional lighting engineering issued by China Entertainment Technology Association; (3) Bidder, as a general integrator or subcontractor of main equipments, shall have completed at least one similar project which contract price no less than RMB 20,000,000 (or equivalent amount of other currency) in recent 5 years, and at least one above similar project shall have been put into normal performance no less than 1 year; (4) The project manager of bidder shall have the valid First Level Certificate of National certified architect (profession：ME installation, the registered units shall be bidder and the social security payment period no less than continuous 6 months before the first issue of Tendering Public Notice) or Certificate of Manager issued by China Entertainment Technology Association (profession：professional stage lighting, the social security payment period by bidder shall be no less than continuous 6 months before the first issue of Tendering Public Notice); (5) Bidder shall pass ISO 9001 quality management system certification and remain valid; (6) Bidder shall be in good financial status and have the financial ability to complete this project, no loss from 2012 (according to the annual financial statement) (7) Bidder shall not be ordered to close, be cancelled the bidding qualification, be taken over or frozen the assets or go bankrupt; (8) Bidder shall not have been criminally punished or administratively punished as been ordered to suspend business, revoked the license, a large amount of fines (etc) in recent 3 years; (9) Bidder shall successfully complete registration on http://www.chinabidding.com (hereinafter abb. as “the Website”) prior to the deadline for submission of bids; (10) Joint bidder is not accepted in this project.
