中机国际招标公司（招标代理机构）受北京飞机维修工程有限公司（招标人）委托对下列产品及服务进行国际公开竞争性招标，于2015年6月25日在《中国国际招标网》、《中国采购与招标网》和《中国政府采购网》公告。本次招标采用非电子招标方式，现邀请合格投标人参加投标。

The Bidding Announcement is published in 6.11 in "China international bidding net". “China procurement and tendering network”and “China government procurement network” We now invite eligible bidders to bid.

招标内容：

1）卧式叶尖高速磨床  1套

The content of bidding: Horizontal High speed blade tip grinding machine 1Set

交货时间：合同生效后12个月内

Time of delivery: 12 months after the contract comes into force

简要技术要求：转子卡头和砂轮法兰盘4套，分别对应RB211-535E4HPC转子、RB211-535E4 IPC转子、PW4000 发动机HPC转子, V2500发动机HPC转子

Brief technical requirements ：4 pairs of Rotor Chucks and flanges of grinding wheels, respectively for RB211-535E4HPC、RB211-535E4 IPC and HPC of PW4000 series engine, V2500 engine HPC.

2）数控立式磨床  1套

CNC Vertical Grinding Machine 1Set

交货时间：合同生效后12个月内

Time of delivery: 12 months after the contract comes into force

简要技术要求：机床密封性良好，特别是导轨、丝杆螺母和轴承必须有良好的密封保持，同时不得有任何形式的液体（包括冷却液和润滑油）泄漏

Brief technical requirements ：The machine shall be with good sealing performance especially for the slide, ballscrew nut and bearing. There shall be no leakage of the liquid in any type (including cooling liquid and lube oil).

3. 投标人资格要求Eligible Bidders

1）投标人应为所供货物的制造商；

The bidder shall be the manufacturer of the bidding goods;

2）投标人需具有2009年以来同类投标设备销售业绩

The bidder shall have selling experience of the same machinery. 

 3）本项目不接受联合体投标；

   Joint Venture is not accepted in this project;

   4）投标人应购买本项目招标文件。

   Bidders shall purchase the bidding documents of the project.

4. 招标文件的获取Obtain the Bidding Document

（1）本项目招标文件以电子文件形式发售，具有法律效力。

The Bidding Document is sold by electronic version which Have the force of law.

（2）招标文件发售时间：2015年6月25日到2015年7月3日16:00时。

The Bidding Documents are sold between 2015.6.25-7.3 16:00.

（3）投标人在中国通用招标网（www.china-tender.com.cn）免费注册后，可在网上浏览招标文件主要内容。如需购买，应按照网上操作流程在线购买。标书款可采用网银在线支付，也可采用电汇支付，或到通用技术大厦标书室现场交款（现金、支票）。采用网银支付的，可即时下载招标文件；采用其他方式支付的，需要由项目负责人确认付款后方可下载招标文件。标书款发票在通用技术大厦标书室领取。

Bidders can browse the bidding documents in Genertec Tendering Net (www.china-tender.com.cn) , after registerded in the Net free of charge. To buy the bidding ducument, Bidders shall follow the instruction of the Guideline. Bidders can pay in internet by e-Bank, or pay by T/T, cash or cheque in the following Genertec office. Bidders paid by e-Bank can download the bidding document after payment be effected. Bidders paid by other ways can download the bidding document after the project manager has confirmed the payment. The invoice can be obtained in the Bidding Document Room in Genertec Plaza.

If the amounts of Bidders which have purchased the Bidding Documents are less than three, the tendering agent will retender. In this case, Bidders which have purchased the Bidding Documents do not need to purchase the Bidding Documents.

6.投标人在投标前需在中国国际招标网（www.chinabidding.com）上完成注册。投标截止时间前，投标人未在中国国际招标网完成注册的，不得参加投标。评标结果将在中国国际招标网公示。

To submit the Bid, Bidders shall register in China International Bidding Net（www.chinabidding.com）. Bidders fail to registered in China International Bidding Net before the deadline of bid submission, are not permitted to bid. The evaluation results will be published in China International Bidding Net.
