    3、投标人资质要求：

（1）满足政府采购法第二十二条相关规定。 

（2）参加本项目的投标人必须提供所投产品的合法来源渠道证明文件，必须是经过制造商正式授权的合法代理商（提供制造商出具的有效的经销代理协议或有效的授权书）。制造厂商应具有投标实验设备采购的生产能力和供货能力，具有良好的设备、工艺及相应的试验检测手段。投标厂商须提供所投产品的相关注册证件及国家相关部门要求的其它证明材料。

（3）参加本项目的投标人为制造商时，须附制造商的营业执照副本、组织机构代码证、税务登记证、所在地中国人民银行核发的开户许可证。

（4）参加本项目的投标人为代理商时，须附投标人的营业执照副本、组织机构代码证、税务登记证、所在地中国人民银行核发的开户许可证。

（5）在中国境内设有办事处并有专职服务工程师； 

    3、The bder qualifications required:

(1) meet the Government Procurement Law Article 22 of the relevant regulations.

(2) Participate in the project bders must prove proof of legal sources of cast products, the manufacturer must be duly authorized through legal agents (issued by the manufacturer to prove efficient distribution agency agreement or a val power of attorney). The manufacturer shall have the production capacity and the ability to supply laboratory equipment procurement tender, with good equipment, technology and the appropriate testing methods. Tenderers are required to prove other evence cast product related documents and registration requirements of relevant state departments.

(3) Manufacturer Qualification Statement shall prove the manufacturer responsible signature and official stamp, when bders manufacturers in China and is a legal person, business license shall be accompanied by the manufacturer, the local People's Bank of China issued a license to open an account.

(4) prove trading company (as an agent) shall be accompanied by a copy of the statement of qualifications of bders business license, organization code certificate, tax registration certificate, issued by the seat of the People's Bank of China account permits.

有意向的投标人可以在2016年8月8日至2016年8月12日每天(节假日除外) 上午8时30分至11时，13时至15时 (北京时间)在黑龙江崇仁招标有限公司购买招标文件，投标人报名时须携带营业执照、税务登记证、组织机构代码证、开户银行许可证、法定代表人授权委托书、法定代表人二代身份证、被授权人二代身份证、制造商出具的货物合法来源渠道授权文件等相关材料以上证件原件及复印件各一套（复印件加盖投标供应商公章）。本招标文件每套售价500元人民币或77美元，售后不退(国内邮购须另加100元人民币；国外邮购须另加20美元) 。本项目公告在中国国际招标网（http://www.chinabding.com/)及黑龙江省政府采购网（www.hljcg.gov.cn）上发布。
