五河县农村土地承包经营权确权登记颁证项目招标公告

1.招标条件

四川建兴工程造价咨询有限公司(以下简称招标代理机构)受五河县农业委员会(以下简称招标人)的委托,现对五河县农村土地承包经营权确权登记颁证项目进行国内公开招标。

本次采购内容为五河县农村土地承包经营权确权登记颁证项目,共分4个标段,总面积合计约  125.28 万亩,具体分标情况如下:

资料收集、调查摸底、影像获取与正摄影像图制作,影像解译,打印输出,工作底图制作、图斑勾绘、实地测绘核实、公示审核、数据入库、建立农村土地承包经营权登记簿、各种公示图报表的制作、技术支持及确认、公示、实地测绘确认、经营权证书工本、打印、所需图件等材料和人工费等;同时要与安徽省确定的软件兼容。所有数据均提供纸质和电子版。

2.3项目预算:详见招标文件。

2.4计划工期:签订合同之日起至2016228

2.5项目质量要求符合《农村土地承包经营权调查规程》(NY/T25372014标准。

3.投标人资格要求

`

3.1符合《中华人民共和国政府采购法》第二十二条相关要求;

3.2投标人须具有有效的独立法人资格,具有有效的国家行政主管部门颁发的测绘丙级及以上资质(业务范围中具有地籍测绘(新资质名称为不动产测绘)和地理信息系统工程资格,且均为丙级及以上);

3.3能够独立完成农村土地承包经营权确权登记技术服务,具有履行合同所必需的设备和专业能力:

1)有地籍测绘、地理信息系统工程、计算机应用等相关专业的中、高级职称技术人员;

2)有数据采集、处理和成果输出所需的图形工作站、大型扫描仪、大型绘图仪等承担完成项目的相应硬、软件相应设备;

3)有依法合法经营的良好记录;

4)具有严格健全的保密管理措施;

5)自201211日以来具有农村土地承包经营权确权登记颁证项目业绩;

3.4在蚌埠市行政区域内(含一市三县)未被限制投标;

3.5同一投标人可同时投多个标段,但只能在一个标段被推荐为中标候选人;

3.6本项目不接受联合体投标,采用资格后审。

4.招标文件下载

4.1招标文件下载时间:2015420日以后,登录五河公共资源交易网“招标文件、图纸下载”栏自行下载,潜在投标人未及时下载责任自负;

4.2招标文件(电子版)售价:每标段每套人民币肆佰元整(¥400.00),开标现场缴纳,售后不退。

5.投标文件提交及开标

投标文件提交截止及开标时间: 详见招标文件,地点:五河县公共资源交易中心开标室(一)(五河县城南新区政务服务中心二楼)。投标人投标时应将上述相关资质证书、类似项目业绩材料等原件一并提交。

6.发布公告的媒介

招标公告同时在中国采购与招标网、中国政府采购网、安徽招标投标信息网、蚌埠公共资源交易网、五河县政府网及五河公共资源交易网等网站上发布。
