为加强全球所有发展伙伴之间的合作，落实2015年联合国第三次发展筹资会议《亚的斯亚贝巴行动议程》，帮助发展中国家建设可持续的、无服务障碍的、因地制宜和灵活适应的基础设施，促进联合国2030年可持续发展目标的实现，首届全球基础设施论坛于2016年4月16日在华盛顿召开。论坛首次汇集了多个多边开发银行领导人、发展伙伴以及G20、G24和G77国+中国等集团的代表。联合国秘书长潘基文，世界银行行长金墉，2016年G20财长和央行行长会议轮值主席、中国财政部部长楼继伟，亚洲基础设施投资银行行长金立群，以及非洲开发银行、欧洲复兴开发银行、亚洲开发银行、美洲开发银行集团、伊斯兰开发银行、金砖银行等多家地区性开发银行行长与会。首届论坛的主题为“更多更好地投资基础设施”。

　　在当前全球经济复苏乏力的情况下，基础设施建设起着促进增长，提升竞争力，创造就业和减贫的关键性作用。然而，加强基本的基础设施服务仍然是发展中国家的一个重要挑战。目前，至少有6.63亿人无法获得安全的饮用水；到2025年，将有18亿人生活在绝对缺水的地区。目前全球60%的人口缺少互联网服务，12亿人依然生活在没有电的环境中，至少三分之一的农村人口没有全天候公路服务。解决基础设施缺口，不仅需要撬动私人资本投资，还需要更好的治理、更强的管理能力以及提高现有基础设施投资的资本使用效率。

　　多边开发银行在项目直接融资、动员社会资本和加强基础设施相关能力建设和知识积累等方面一直进行着良好的合作，体现在全球基础设施基金（GIF）、国际基础设施支持系统（International InfrastructureSupport System）、PPP知识实验室（PPPKnowledge Lab）、“PPP主题日”论坛、系列《基础设施报告》（Infrascope）以及PPP认证（PPPCertificate Program），等等。

　　论坛发表的主席声明明确了这次前所未有合作的后续行动。论坛计划每年举办一次，由多边开发银行轮流主持。

　　Unprecedented Collaboration amongDevelopment Partners to Improve Infrastructure Implementation

　　WASHINGTON, April 16,2016—The inaugural Global Infrastructure Forum 2016 convening here today bringstogether for the first time the leaders of the multilateral development banks(MDBs) -- African Development Bank, Asian Development Bank, AsianInfrastructure Investment Bank, European Bank for Reconstruction andDevelopment, European Investment Bank, Inter-American Development Bank Group, Islamic Development Bank, New Development Bank, and theWorld Bank Group – as well as development partners and representatives of theG20, G24, and G77, to enhance multilateral collaborative mechanisms to improveinfrastructure delivery globally. The Forum is organized in close partnershipwith the United Nations. Following the meeting, a Chairman’s Statement will beissued, setting forth the next steps in this unprecedented collaboration.

　　Mandated by the AddisAbaba Action Agenda on financing for development to help bridge theinfrastructure gap, which is key to achieving the Sustainable Development Goals(SDGs), the Forum aims to improve alignment and coordination among thepartners, while respecting the diversity of approaches, policies, andprocedures among them, to facilitate the development of sustainable,accessible, and resilient infrastructure for developing countries. The Forumwill be held annually, with responsibility for hosting rotating among the MDBs.

　　Infrastructure plays acritical role in growth, competitiveness, job creation, and povertyalleviation. Yet increasing access to basic infrastructure services remains acritical challenge in developing countries. At least 663 million people lackaccess to safe drinking water. By 2025, 1.8 billion people will live in areaswith absolute water scarcity. Sixty percent of the world’s population lacks internetaccess, while 1.2 billion people in the world still live without electricity.At least one-third of the world’s rural people are not served by an all-weatherroad.  Addressing the infrastructure gaprequires a boost in investment including better leveraging of privateinvestment, but also better governance, capacities, and improving efficiency toget more from existing spending on infrastructure.

　　MDBs have a strong trackrecord of collaboration in the direct financing of projects and mobilizingprivate capital, as well as improving capacities and knowledge aroundinfrastructure. Some examples include the Global Infrastructure Facility, theInternational Infrastructure Support System, the PPP Knowledge Lab, the PPPDays conference, Infrascope, and the PPP Certification program.

　　The Chairman’s Statementwill highlight the idea that to achieve the objectives of the Forum, the MDBsand development partners resolve to work together on strengthening projectpreparation, promoting financing, building on shared principles and promotingcompatible and efficient approaches, and improving data and information.
