政府采购信息报/网2016年10月28日消息 在政府发布公告，将连结北吕宋高速公路和南吕宋高速公路 (NLEX-SLEX)的政府和社会资本合作（PPP）公路工程项目授予北马尼拉道路管理公司（MNTC）之后两个月，公共工程和公路部（DPWH）于1016年11月23日签署了特许协议。

　　公共工程和公路部秘书长马克·A·维勒见证了与私营部门合作方代表，北马尼拉公路管理公司总裁兼首席执行官（CEO）罗德里戈·E·弗兰克的PPP项目特许协议签字仪式。

　　该PPP项目一旦竣工，将大大缩减从北吕宋高速公路到南吕宋高速公路的转行时间，从目前的2小时缩短到20-30分钟。北马尼拉道路管理公司（MNTC）将建设、运营并维护这一报价达230亿菲律宾比索的工程项目，道路全长8千米，为四车道升级公路，在菲律宾现行国家道路标准（ROW）之上。

　　该连结路段将从C3公路的卡里奥坎起，经由马尼拉，穿过西班牙街，通向梅萨区的菲律宾大学（PUP）工艺学院，与马尼拉地铁三号线(MMSS3)连结。工程有望缓解马尼拉地铁的交通拥堵状况，为C-5公路、洛杉托斯街区的艾菲帕诺等主要通道提供一条替代路线。

　　Two months after the government issued the notice of award (NOA) of  the North Luzon Expressway-South Luzon Expressway (NLEX-SLEX) Connector  Road Public-Private Partnership (PPP) Project to the Manila North  Tollways Corporation (MNTC), the Department of Public Works and Highways  (DPWH) and MNTC, signed the concession agreement on November 23, 2016.

　　DPWH Secretary Mark A. Villar led the signing of the PPP project’s  concession agreement with the private partner representative, Manila  North Tollways Corporation President and Chief Executive Officer (CEO)  Rodrigo E. Franco.

　　Once completed, the PPP project will reduce the travel duration from  NLEX to SLEX from the current two hours into 20-30 minutes. MNTC will  construct, operate and maintain the Php23 billion pesos unsolicited  project, which is an eight-kilometer four-lane elevated expressway over  the Philippine National Railway (PNR) right of way (ROW).

　　The connector road will start from from C3 Road in Caloocan through  Manila crossing Espa?a towards Polytechnic University of the Philippines  (PUP), Sta. Mesa connecting Metro Manila Skyway Stage 3 (MMSS3). It is  expected to decongest traffic in Metro Manila by providing an  alternative to C-5 Road, Efipanio de los Santos Avenue (EDSA), and other  major thoroughfares.
