菲律宾PPP中心举办股东咨询大会
马尼拉2016年11月28日消息 菲律宾政府政府和社会资本合作(PPP)项目的股东们与合作各方汇聚一堂,在杜特尔特政府的PPP中心组织下,参加第一次咨议大会。PPP中心与亚洲开发银行(ADB)11月25日在(大马尼拉)马卡蒂市共同召集了这次股东咨议大会。
咨议大会为PPP所有股东们分享意见、经验和建议提供了场所,以使PPP中心成为追求基础设施建设和开发项目方面一个更有效率的合作伙伴组织。
大会的名称是“菲律宾PPP的物有所值图景”(他加禄语:Maging Sulit-na-sulit ang PPP para sa Pilipinas),圈定主题为PPP项目中投资的绝对价值最大化。来自各个政府机关、开发伙伴、私营企业及其他PPP利益相关方的代表参加了大会。
PPP中心执行主任菲尔迪南多·A·派克森强调,要着重寻求PPP股东们增加投入,进一步推进菲律宾的政府与社会合作项目。
"政府最近正在检查菲律宾的PPP项目,股东大会是这一初衷的一部分。向我们的合作者和股东们咨询如何推进国家正在进行的PPP程序和步骤,这是很重要的,要着重注意瓶颈和挑战,"派克森说。
“会议产生的可行意见和建议,PPP中心将欣然采纳,作为我们的指导思想和推出新执行政策基础,作为我们国家进一步加强实施PPP项目的战略,”他还说。
同时,国家经济和发展局副秘书长乔斯·米格尔·德拉·洛萨在会议期间的重要致辞中强调,要重新唤起政府对国家基础设置发展的支持。
"现在有大量的基础设施项目和工程正在起步,新政府正在加倍努力工作,保证各种资源有效果、有效率地使用,"德拉·洛萨副秘书长说。
“这样,我们就希望你们各位继续参与和支持政府在基础设施建设开发方面的尝试。我提请敦促各位跟我们一起工作,在促进经济更快增长、创造就业机会、减少腐败和追求公平等方面成为合作伙伴,”他又说。
会议期间,全体与会人员举行了一次大会,然后根据项目阶段分成四个小组:项目提出、批准(认定)、采购和实施,进行了讨论。还举行了一次扩大会议征求股东新投资,并向他们征求意见,提高政府的PPP项目执行能力。这些建议在未来这一周将纳入PPP中心战略规划工作小组至关重要的内容。这次咨议大会是由亚洲管理学院协助举办的。

PPP Center holds Stakeholders’ Consultation Conference

The government’s Public-Private Partnership (PPP) program stakeholders and partners gathered in the first consultation conference on PPPs under the Duterte administration. The PPP Center together with the Asian Development Bank (ADB) conducted a Stakeholders’ Consultation Conference on November 25 in Makati City.
The consultation conference served as a venue for all PPP stakeholders to share ideas, experience and suggestions with the PPP Center to enable the organization to be more effective partner in pursuing infrastructure and development projects.
The event entitled “Maging Sulit-na-sulit ang PPP para sa Pilipinas” , anchored on the theme of maximizing absolute value for money in PPPs, was participated by representatives from various government agencies, development partners, private partners and other PPP stakeholders.
Executive Director Ferdinand A. Pecson stressed the importance of seeking inputs from the PPP stakeholders to further improve the Philippine PPP program.
“The government is currently reviewing the Philippine PPP program. The stakeholders’ conference is part of this initiative. It is important to consult our partners and stakeholders on how to improve the country’s current PPP processes and procedures to address the bottlenecks and challenges”, he said.
“The recommendations and suggestions from the conference will be used by the PPP Center as our guide and bases in executing new policies and strategies that will further enhance the implementation of PPPs in the country”, he added.
Meanwhile, National Economic and Development Authority Undersecretary Jose Miguel dela Rosa who delivered the keynote address during the conference re-echoed the government’s call for support to the country’s infrastructure development.
“There are a lot of infrastructure programs and projects underway, and the new administration is working doubly hard to ensure that resources are efficiently and effectively utilized,” Usec. de la Rosa said.
“We therefore hope for your continued participation and support in the government’s endeavors in infrastructure development. I would urge all of you to work with us as partners in achieving faster economic growth coupled with job creation to abruptly reduce poverty and inequality,” he added.
During the conference, a plenary session was held and the participants were then divided into four groups based on the project stages which are Project Development, Approval, Procurement, and Implementation. A breakout session was conducted to solicit new inputs and recommendations from the stakeholders in improving the government’s execution of the PPP program. These recommendations shall also serve as critical inputs to the PPP Center’s Strategic Planning Workshop in the coming weeks. The consultation conference was facilitated by the Asian Institute of Management.
